With so much competition in the cell phone market some of the deals from smaller carriers or resellers are really great. If you are not tied to a plan because all your family is on the same carrier you can really cut your cell phone costs by getting away from the big four (Spring, ATT, T-Mobile, Verizon). Here are the two most recent deals I have found for small carriers -
StraightTalk -$45 per month for unlimited minutes, messaging, and data OR $30 per month for 1000 minutes, 1000 textor picture messages, and 30MB of data. Runs on the Verizon Network -- No BlackBerry or Smartphones
BoostMobile- $50 per month for unlimited minutes, messaging, data, and walkie-talkie to any Sprint of Nextel user. Runs on the Sprint Network -- Has BlackBerry phones

Joe and I recently cut our cell phone bills to about $25 per month total for BOTH of our phones and we have NO contract. We use Verizon prepay. .99 paid only on the days you use it and you can talk unlimited to anyone on the Verizon network for the whole day. (10 cents per minute not in network) I work from home and we use magicjack for calls from home. You can also add an unlimited texting plan for $10 per month if you need that too. If you mostly talk to people on one network, you could use the phone everyday for around $30 per month. I have to admit I was really skeptical considering how much I "thought" I used my phone. However, it has been very little adjustment for me and I LOVE how much $$$ we're saving!
